  1. No, although countries have geographically defined borders, we are interdependent on each other environmentally.

    The place I live uses water for hydro electricity and the province beside us uses coal generated electricity to produce 85% of their power needs.

    Coal is dirty, emits mercury, etc and contributes to acid rain. There isn't a way to stop the emissions from crossing borders in the air or water supply.

    Everything we do on the planet affects weather world wide, Africa isn't in a protective glass bubble as we develop the rest of the world.
