What is so hard to believe that one man can hide from capture?  It really doesn't matter how many people are looking for him.  He has the aid of the common people in the area.  This will make it near impossible to find him.  

Look at all the people that have elluded capture for many years (or have never been captured).  These people have been in the US and not some remote sparsely populated hills.  Have you ever heard of DB Cooper?  How about the Uni-Bomber?  How many years did it take to find him?
