It would seem to be a 'junk mail' letter scam inviting you to send $40 in order to be 'appointed' as a "home mailer" (whatever that is) ..

All unsolicited mail (email or post) are attempts to part you from your money ..

.. this is true for both criminal scams and 'advertising' (vouchers etc) .. they are all confidence tricks of some sort ....

.. all you have to do, is work out HOW ..
