Never has been, never will be.  It's a military proving ground where they test new armaments and planes.  Hence the secret.

If we only look into the facts, Area 51 is a Military Base which is off limits to the general public. It is situated in Nevada, United States of America and has been an ongoing fuel for conspiracies. Area 51 is usually attributed with possible Alien life because of its secrecy and also because potential military aircraft and weaponry are tested there. It is impossible to tell whether the site is actually holding aliens or not but it seems rather feasible to acknowledge that since the Cold War era, sitings of UFO's have dipped in number. This could link to the fact that the Government tests more secret aircraft during war or potential war times than dormant times.
