No, Arroyo is the commercial part of Benalmadena, and is in between Benalmadena Costa and Benalmadena Pueblo, which is the white village further up the mountain.

Arroyo is a lovely town in it's own right really, with a lovely Spanishy feel to it, especially in the back streets.  I just love "Fountain Square", as a place to sit and enjoy a pint or two.   Arroyo is also home to Tivoli World, a theme park with rides, shows etc., and the cable car which goes to the top of Mount Calamorro.   The weekly large market is also held in Arroyo, just behind Tivoli World.   It has loads of reasonably priced restaurants, and just below in Bonanza Square there are some more great restaurants.

Depending where you are staying in Arroyo, it would take between 10 - 15 minutes to walk down to the seafront with a choice of roads to go down.   Many of the popular apartments like Agata, Iris, Hercules, Aguila, Aquarius, Jupiter, Minerva etc. are classed as being in Arroyo and if you are in any of them you are not actually very far from the beach. There are also buses to transport you for around 1.20 euros.
