Yes, either to visit or to live.  I have travelled pretty extensively and Belgium is one of my favourite countries.  It's gorgeous.

Besides the heavy taxes and the not so splendid weather it's one of the best places in the world to live...quality of life is very high and people overall are quite relaxed.

If you want to visit Belgium you should stay for instance in Antwerp and do day train trips to Liège, Brussels, Gent, Ostend, Namur, Leuven, Brugge, Kortrijk and visit the country side around Antwerp, of south of Gent in the Leie area...you will get a good view on how Belgians live

I'd say yes. Depends on where you go, obviously, but I like Brussels a fair bit.

Yes it's very good. The culture is a bit a mix between France and The Netherlands..
