Is Biden drunk in both parts of this video?

The first part he's dancing and singing (and slurring and stumbling in a river I think) and the second part he's introducing Michelle looking and sounding a bit stoned. She looks apprehensive.

He might be drunk in the first video, but so what!!! He's in casual clothing and I believe he's allowed to behave human.

And the other video, it sound like he's uncomfortable speaking in public-- but attempting, not so well in doing so.

He's clowning around for the camera while on vacation in one video. I wonder how that one even made it into the public eye. And in the other one he has a lousy microphone that distorts his voice and he's having a good time working up the crowd. Doesn't look drunk (or stoned) to me in either one.
