Is Brazil a dangerous place to travel?

I really want to go to Brazil, but everyone I know who's gone there experienced a dangerous situation - from being mugged, followed by begging children, forced out of shops, and even forced to give money to police. So is Brazil really a dangerous place to travel?

It ok as long as you stay in the resort/tourist areas don't stray into the barrios without a native speaker.
