Is Britain the only country in the world in which the state does not consider illegitimacy a social problem?

No.  I live in Germany, and they also don't think that illegitimacy is a social problem....but in Germany's defense, they do make birth control available to very young girls.  I think that in many Western countries, illegitimacy is becoming more socially acceptable.
