Is Buckingham Palace open to the public the first week of September?

Also, does it still count as a summer month for the changing of the guard to take place every day?

Yes.  Parts of the palace and the state rooms are open to the public in 2008 from 29 July to 29 September.  The Palace usually allows visitors in for several weeks every summer while the royal family is away (in Scotland I believe).  You can find visiting info here: http://www.royalcollection.org.uk/defaul...

    There is an art gallery which is.

    But it doesn't have any information past July.

    On the FAQ's page:

    "from August to about April the guard change is held every other day,"
