He is a figurehead for the company that owns the U.S. He is not a decision maker. He is not a speech writer. He is a scapegoat ( mind you,  a very profiteering scapegoat ). He holds the title of President (which is an officer appointed to to preside over a body of persons). He is a deer in the headlights if left alone. He is a man that has failed at most of his attempts in the financial world and bailed out by people with money. He is a puppet of the Corporate US Government.

I believe Bush is the head slave master for the slaves of the United States, and he reports to the Kings of Saudi Arabia, as they build the pyramids of Dubai.
