Is California accepting Section 8 applications?

Section 8 has a long waiting list.   Immigrants are not legally allowed to get section 8.    I am not sure why this is in the immigration section, unless it is a lead in for why there is a long wait for section 8.    THere is a lot of corruption in section 8 and teh feds has cracked down on LA housing authority.   Corruption is rampant, but it has increased of late.   Part of the problem in Los angeles is that immigrants are known to bribe officials so they can get section 8  checks.  I heard similar problems in other parts of California.  LA time has an interesting article on the subject.
