Is Congress effective in exercising legislative oversight of federal bureaucracy?

No.  Any serious look at the waste, and fraud perpetrated against our government by corporations makes that obvious.  As does the constant scandals, like how the FAA has become a cheerleader for the airline industry instead of the body that makes sure they perform their duty.
