Is Dana White also the WEC President?

Assumed this because since he's the outspoken and famous (sometimes infamous) UFC President and there's no outspoken authority figure in WEC maybe Dana is also WEC president.

No - The guy's name is Scott Adams.  

Both organizations are owned by Zuffa, but they are managed differently.

No, the two promotions are seperate once you get below the Zuffa level.  Trust me, if Dana White was the president of the WEC, you would know it.
