If there's a "deputy" it usually means there's at least one person higher ... in this case it'd be the Premier of the province.

Yes and no,while the deputy premier can act for the premier in his absence,if the premier would die suddenly they would not automatically become the premier.The deputy is chosen by the premier. The premier is the leader of his political party and the party chooses there leader.The finance minister is the most important position next to the premier.There is not always a deputy premier it`s up to the premier if he wants one.
