Is ECDL the equivalent of RSA II qualification?

It is actually broader based than that.

However, the government no longer recognise either as full level two qualifications. You would be better doing an ITQ level two.

I agree with Avondrow re ECDL being much broader than RSA II.  However, if you do the ECDL Extra, this is equivalent to the old BCS level 2 certificate.  It seems as if it has recently been overhauled.  See:

You can count the ECDL towards an ITQ.  See:
