Is ECNR stamp still required on a passport?

Some one said that the requirement of ECNR has been discontinued - though I am not completely sure.

  2. India has further liberalised the emigration system by extending the 'emigration check not required' (ECNR) status to 173 countries from the present 53.

    Now only 18 countries require ECNR or emigration clearance.

    ECNR is a facility given to the passport holder on the basis of some criteria. It is available for 173 countries now. If there is no ECNR stamp on the passport, they may ask you for the clearance at the immigration.
