No, Vera has become a part of the Paraguay squad only recently and now he is in America in the Mexican league. Fifa doesn't really care much about the South American leagues apart from Brazil and occasionally Argentina. But he'll definitely be in Fifa 09

no,  because he was on a team from ecuador, and there is no teams from ecuador in fifa 08,

unless there are on the national team, but i think he only has 3-5 caps.

and he isnt on the national team roster  either

but he will be on fifa 09 and that comes out in 2 -3 months!
