  1. Better is a relative term. Both sites are bascially the same, having sprouted from the original free ICS (Internet Chess Server) in the early 1990's  FICS (Free Internet Chess Server) is totally free and every member equally enjoys full advantage of what the site has to offer. ICC (Internet Chess Club) is both free and subscription. Free (guests) participants have limited access and have no ratings, while subcribers enjoy full advantage of what the site has to offer.

ICC offers somewhat more than FICS, such as lectures and, as it's a premium site, as might be expected, members, who put out money, take chess more seriously; and, since misbehavior can lead to suspension (and the loss of dues), ICC is probably more subdued that FICS. Titled players receive a free membership and there's always a chance you'll stumble upon Nigel Short or Judit Polgar.

However, FICS is a great site though less populated than ICC (meaning it might take longer to get up a game). The best suggestion is to join FICS - for free - and see how you like it. IF it doesn't meet your expectations, then consider shelling out that cold, hard cash.

  2. ICC IS best on net!
