  1. If you're into winter sports, February could be a good option for Sweden, but Denmark is generally not a good place for skiing or sledging.

Otherwise, February is generally not considered a good month weather-wise, it's often cold, raining, snowing and blowing. Denmark often gets hit by storms in February as well, plus the sun rises late and sets early, so the days will be short.

  2. I used to live in Copenhagen and February is the coldest month and can get lots of frost as well.  It would be better to go in Spring as it's a lot milder.

  3. Depends on what you want to do, and where you're going.

If you want to go skiing it can be good (though that's not a given i Denmark or the southern parts of Sweden). Even if you go to big city, it can be better to get cold, clear days instead of rain, though both those things can easily happen in Feb, too - in March or April you can get nice spring weather - but rain is equally possible. The weather here is very changeable

  4. it will be cold, and the days will be short, but for the most part, it will be sunny. if that's ok with you, then go for it.
