Is Financial Aid in American colleges only for American students or international too?

I would imagine American students only just because when I was applying for it I was filling out papers non-stop stating that I'm a resident and a US Citizen and here's my license, social, my registration and proof of this and proof of that. It was a lot of documentations. That's my guess.
