Is Green card lottery a ligit program?

It is, and it's totally free to enter.  There is no reason to pay anything to anybody to enter your name for you or to assist you in filling out the forms.  Entry is done, free, online.

It is, but the point of the program is to create immigrant diversity in the united states, so some countries do not apply, for example, this year, the UK and Canada (amongst others) couldn't qualify. And also this year's lottery is over; so you'd have to wait until next year.
