  1. Even upscaling DVD players support HDCP, so yes, all BD players support HDCP.

  2. If your monitor has an HDMI connector like a lot of newer ones then it's automatically HDCP compliant.  A DVI connector might support HDCP, but it doesn't have to and many don't.

You also need to be concerned about your graphics hardware or "video card" supporting HDCP as well as your monitor.  You can look up the specifications on both your video card and monitor to make sure they are HDCP compliant.  If you don't have a dedicated graphics card and use the built-in graphics on your motherboard then you should be able to look at the motherboard specifications to tell.

An easy way to know is to download Cyberlink BD Advisor which is a program that will tell you if your system is HDCP compatible or not.

An HDCP compatible video card isn't that expensive if you need to upgrade.  Here's a list of them from Newegg.com sorted from least expensive on up.

    Hope that helps

P.S. If you'll edit your question and post the brand and model of your monitor I can look it up for you.  Also post your video card or motherboard model if you know it.  If your PC was store bought and not upgraded just post the brand and model.
