Is Hartford's Sheldon Charter Oak neighborhood a good place to live?

I am relocating to Hartford from California. I found townhomes at Dutch Point in Sheldon Charter Oak. From what I understand, this section of Hartford is being "revitalized." What I really want to know is whether this is a good neighborhood to live in - safety, proximity to shopping, etc.
