Thanks for the question. I have been working with SEO for a while now and have found that  links on fairly high page ranked websites has done the trick for me on a number of my websites.

1) http://www.gdsavoy.com - This is a Google Page Rank 4 website which you can purchase links which are already pre chosen or you can suggest your own. links start from $2 for 12 months!!!

2) http://www.linksdragon.com - This site has a PR of 3 and is a website directory. You can submit links for free or pay a small price to have your links featured (i.e. giving you a premium postion)
