In many states snipes and jackelopes can be hunted year-round using wooden spears with a length of no less than 60 inches.

In most places it is not legal on game animals period.  Only guns, bows and crossbows for the handicapped.  And dogs to flush them in a few states.  For ferral species you might be able to use other weapons.

No. The animals themselves are what's tightly controlled, and sometimes there's limits on what weapons can be used. The official word is with your county game warden or your state's fish and game office.
