No, you cannot work while on a tourist visa.  Volunteering is a very gray area - the volunteering must be incidental to your visit to the US, you may not receive school credit for your volunteering, and you may not receive any compensation whatsoever for your volunteering (money, transportation vouchers, meals, a place to stay, etc.).
