It is one of the 25 current member states of Europe, so yes.

It depends on who's considering it I suppose.

Living here I would certainly say it is part of Europe. In a political sense it's a member of the EU. In the economic sense it uses the Euro as currency. Physically and geographically it's on the European continent. I've always considered myself European, I don't think I know anyone here who'd say we weren't.

Culturally it's a matter of opinion, Is there such this as "European culture"? It's obvious that Ireland is different from cultures from the area known over here and in the UK as "Continental" or "Mainland" Europe.. but then again Germany has a different culture compared to France or France to Spain so I wouldn't say that excludes us. Come to that Ireland is culturally and historically different from the UK even though anyone would be hard pressed to tell the difference looking at us...

Ethnically? can Europe be defined as an ethnicity? that's a debate I'll stay out of entirely ;-)

So anyway yes, I'd say that it is considered Europe.
