Not true all begin with 1

In London I believe the Police licence door-to-door, not the councils (unless the GLA has taken it over)

Reputable charities do not do door to door.

If in doubt ask to see their local council licence to collect.

Then check it with the council.

As to the No 1 I really do not know.
