As far as Target, not for some time. In an April conference call this year, management discussed future international strategies for Target:

" We have been looking at Canada for about 10 years and real estate is difficult in Canada. If there were a number of stores to come on the market, we would look very seriously at that. Regarding international in general, we have looked at international for many, many years. ...we have got a minimum of another 10 years of growth at the current space and many, many more stores and one could argue that it's been a strategic advantage to have our entire management team totally focused on the world's biggest economy and really maximizing the opportunities here."

I am not aware of JC Penney disclosing anything about a Canadian strategy at least, in its public SEC based disclosures.
