RAilway deparment is a ocean,it is very difficult to find mistakes.For that matter any RAilway Minister were good.To best of my knowledge it is sure..Everywhere it has become Broad gauge , so the accident is lessor.But still ,the ticketless travel and travelling in the reserved coaches by the unreserved people still common.All rails are 100 n yrs project.Suppose if a train is floted today it will long last for another 100 yrs, so the expenditure will be dived by 100 ,but the income generated for that paricular year will be more when compared to the expenditure.So always there will be surplus budget.In a way what is expected of him is nullfied.

Definitely not the best. If we're to compare to his predicessors who did nothing then his contributions appears to be a big deal. What he has done is probably less than 1% of the available opportunity.

Get some of the highly qualified people into Indian administration.
