no, i think it's confucius who wrote that. lao tzu is the founder of taoism. and lao tzu's ideas is the opposite of confucius since confucius' idea is about the superior should teach the subordinate about discipline and stuffs expected for them in their society while lao tzu's idea is about anti authoritarian and the true being of the person is not being expressed because of society.
