Is MMA illegal to teach in NY?

I was aware there was a ban regarding MMA events in newyork, but What I cant find information on is if it is literally banned from being taught in the state. If anyone could answer i would appreciate it as Im searching for a good MMA or Muay Thai/ BJJ school.

MMA can be taught its not a sanctioned fighting event tho

they can be done but a sanctioned MMA fight cannot

this is why all the fighters from my gym go to jersey to fight
