Is Magmortar Lv. X the 9th best Pokemon card in the world rated by Beckett Pokemon Magazine

My neighbor and I traded Pokemon cards, and I ended up giving him 16 rare Pokemon cards for a Lucario Lv. X and a Magmortar level X. And some of the cards that I traded were EX. He kept claiming that Magmortar level X was the 9th best pokemon card rated by Beckett Magazine. Is this true? Please help me!!!

well to be honest me and my friends play "modified"and my friends magmortar and the level X kicks my butt every time. Now which Beckett issue does it rate in the top 10 because i got Issue 104 and its not on the top 10 list. and also the top 10 best... its more like the number 10 hot list of cards that people buy not the best in the World but either way its definitely a must if you are going to make a modified fire deck! Just make sure to have multiple Magmortars so you can bring it out
