I don't think he is "scared".  I think this is very politically expedient for McCain.  The last thing he needed was Bush and Cheney speaking at his convention after a week of the Democrats reminding voters that McCain agreed with Bush/Cheney 90% of the time.  Gustav gives Bush/Cheney/McCain all a way to save face.  They are talking about McCain giving an abbreviated speech now on Thursday via sattelite from the Gulf.  Again, very politically expedient.  He wouldn't want his speech to be compared with Obama and now he has a way to save face and not be compared to him.  He can run but he cannot hide, sooner or later, they will debate and Americans will compare the rhetoric of a century old dinosaur with a forward thinking man of the 21st Century.
