Not vegan.  Has milk in it by itself.  

It's ok for vegetarians (lacto).

Grain sorgum (milo) is most definitely vegan unless it has bugs in it.

The drink Milo has milk in it therefore only suitable for lacto-vegetarians. If you are talking about the Heroes actor Milo Ventimiglia, he is a vegetarian, a lacto-vegetarian.

Milo powder is lacto-vegetarian but not vegan. The powders itself contains milk solids, so even if you use soy milk it's not actually vegan.

Milo the beverage is (I think) M-alt, m-IL-k and ch-O-colate so if you are a not a lacto vegetarian, then I guess it's not suitable for you.

I am also not sure if there are other ingredients in it that may not be suitable for vegetarians.
