I know that Nevada adopted the International Building Code, which is similar in 2003.

A job tender from the Nevada state government I came across required knowledge of the UBC.

No it is not. Back at the time that UBC was getting popular the Casinos were so against it that they actually took out advertisements telling people they would lose jobs if it were adopted.
