Is Niagara Falls considered a freshwater biome?

Any information about why or why not would be greatly appreciated. Im doing a school project and need to pick locations of freshwater biomes.... but am not sure if Niagara Falls counts.

I wouldn't consider Niagara Falls itself to be a biome, but the entire great lakes watershed would be.
