Is Outsider the fastest rapper alive?

Outsider is a Korean hip hop artist for those of you who don't know. I used to think it was Tonedeff (13.5 syllables per second), but after hearing Outsider I think otherwise. I'm pretty sure he can rap at about 17 syllables per second.
