Is PDOS mandatory?

My friend is going to work abroad (Philippines-Iceland). She already has her working visa and plans to buy a ticket. Is she really required to undergo this? If yes, can she buy her ticket now or after she undergo PDOS? What are the requirements she needs to bring? How long does it take?

Yes your friend will have to attend the seminar. The CFO website states that all Filipino emigrants (those leaving the country) or those leaving the country to permanently settle abroad are required to attend the seminar. The only exceptions are those under 12. However, she might not be classifeid as an emigrant and as she only has a work visa, she is technically not settling abroad permanently. I doubt that the airport authorities will do much to stop her, or will even know, if she has not attended the seminar.
