Is PELL a federal or state grant?

My son's fianancial aid package does not read the same as our neighbor girl's (they are going to different colleges) and hers reads "federal grant" in one area and lists no Pell that she was originally told she'd get. I wondered if that phrasing was the Pell, but thought Pell was a state level grant ?

It is a federal grant, which is why the FASFA is required in order to obtain one.

If she has not been admitted to a college or university yet, I do not see how in the world she can start by August 22 of this year.  Things like course assignments, teacher loads, etc., are planned months in advance.
