Hi, yes your doubt is correct, PVC is harmful and is even banned in a few countries, so you need to see whats the status in your country. But at the same time, PVC Heat Shrink Label is the best option to pack Cosmetics including Talcum Powder. So I would suggest you, if its available in your country then go for it. Could you not use straight ink transfer printing directly on the HDPE container?

PVC is only harmful if it is burn. The fume it produce is toxic.
