Is Pacquiao really gonna fight Soto?

Not yet.

It was said sometime last year that they would fight, and it came up again recently.  In fact, Many was also said to fight Valero.

Recently though, there have been talks between Top Rank and Golden Boy about a possible fight between Manny Pacquiao and Oscar De La Hoya.

It makes the most sense to each fighter, especially if Mayweather does not come out of retirement.  It would be Manny's biggest fight, and since Oscar does not want to fight any Mexicans, it will be the only opponent left to for Oscar to create a big PPV mega fight.

I don't think anything is set in stone yet. I've heard rumors about Edwin Valero who is 24-0 (24 KO). That would be a great fight to watch. However, he is not cleared to fight in the US. Also, Pacquiao has met with De la Hoya's camp. I honestly have no idea who Pacman will fight next. Bob Arum said he's not in a rush to choose Manny's next opponent. Only time will tell.
