As a country no, but as a base for training terrorists yes.

They have been the home of Fundamentalist Islamic training camps for many years, it is also a breeding ground for extremist clerics with a deep hatred for the western world.

Pakistans governement and the majority of it's poeple do not support terrorism.  However, there are elements in the population that do subscribe to the beliefs of Osama Bin Laden and the Taliban regime.  Then there are just poor uneducated people with no future, who can be easily persuaded to join the cause of terrorism, mainly because the terror groups will help there families or fill their heads with stories about how after they strap bombs to themselves they will ensure that their families are taken care of, and how they will be doing Allah's will and they will live like kings in paradise after matyring themselves.  There is a lot of tribalism still in Pakistan especially out in the more remote areas, so it is fairly easy for these groups to gain freinds and influence in these remote areas and remain secreted away, plotting their next strike.  When the Taliban was ousted from power they all fled to these mountainous desolate regions.  They smuggle enormous amounts of heroin for sale in the west and europe to finance their activites.  The Pakistani government has to be careful when dealing with these people, as they don't want to come across heavy handed and they don't want to provoke more attacks in their cities and villages.  It is sort of a form of appeasement, but you notice that little ruckus is raised when Allied predator drones and missle strikes wipe out car loads of insurgents and safehouses.  I think there is a fair bit of intel passed between the Pakistani government and the CIA, and they can therefore be fairly accurate in their attacks, because we all know the CIA by itself is only right about 70% of the time.  Realistically, I would think that if they really wanted to purge the terrorist element from the borderlands, they could easily coordinate a squeeze tactic from either side and root them out to a man.

The country no some of the people within the country yes, and in the name of Islam, these terrorist believe that what they are doing is the will of Allah, they consider us as less than the dirt on their shoes and therefore have no remorse for there actions, as we would if we were wiping dirt from our shoes.
