Yes. The difference is that anything called parmegiano reggiano is only from a particular region of Italy. Parmesean is everything else made the same way but made elsewhere elsewhere. So anything made outside of the Parma Reggiano region is parmesean.

Parmesan is a type of Parmigiano cheese from a particular area of Italy. Under European trade laws only parmigiana from this area may legally call itself Parmesan. So the only difference is the place it was made.
