i would think it has more to do on the fathers side as only males produce males chromosomes for their off spring.  there isn't anything you can do your your husband at this point, but there are things you can do that will help your son's issue, e-mail me if you wish

To my understanding and some comparison, research from my friends and my folks its inherited from your father and fore fathers ..there might be variation in shape and length ultimately its from  the same factory and mould

I'm not sure, I haven't really examined my dads p***s, nor do I know the size. I'm sure if it is though it comes from him, I don't think I would get my p***s from my mother.

In general it is indeed hereditary.  But the gene for your own size may not necessarily come immediately from your father.  It can originate in your mother's side of the family too. Even though she is female, she still carries her father's genes and her mother's male relatives ones too. Despite all this, the likelihood you inherit your father's p***s size is still fairly strong.
