Yeas, technically it is. I personal don't see anything wrong with peer-to-peer networks, so long as no one is making any actual revenue. Try soulseek (http://www.slsknet.org/), or emule. Still technically illeagal, just better services.

It's illegal if you download a file illegally; that is, something that is copyrighted.

If you download a free music video, some wallpaper, or a linux distro from thepiratebay, or anything else that is freely distributed, then you are obeying the law. Otherwise, you can be brought up on copyright infringement.

It's illegal to download movies that you don't own, or to download software that you don't own.  PiratesBay isn't illegal, but what you download may be illegal, if you don't own it.

Yes and no. It is illegal to download copyrighted material/stuff you'd normally pay for from a pirate/torrent site. You ARE allowed to download stuff like Linux distributions from there because they are Open Source materials.
