  1. if the person picking up the phone thats getting the prank call says its harassment then I guess it would be illegal

  3. Hi,i am not sure if it is at the moment classed as illegal ,but i guess it could be classed as a nuisance call.

  4. The practice of operating telephone lottery scams has been declared illegal throughout the European Union, but I'm not sure about pranking your neighbour, etc.
