Is Project H.A.M.M.E.R for the Wii ever going to come out? If so, when?

I think it has been canceled.

At E3 2007, Nintendo reported that the game has not been canceled, but development has been put on hold:

A September issue of Famitsu reported that the game had been canceled, but NST (developer) said that it was still in paused development to DigiPen students that Fall.

So Nintendo hasn't officially stated it's cancellation and until they do, that means eventually, yes it will come out, but the date is far from known.
