According to everything I have read on the subject, yes.  He hand picked his successor only after being assured that he would still be in charge and the new guy would just be a figure head.  Sort of like Rove being behind Bush.

He is very much in charge of that entire country not just the KGB from top to bottom.

From what we can gather he is not involved in the KGB: however, I doubt it.  Once a member of the KGB, he is in it forever.  Putin is dangerous to Russia and to the USA.  And good old Bush, intellectual that he is kisses Putin's f***y.
